Funding for employers

Employer-led Workplace Literacy and Numeracy funding seeks to achieve literacy and numeracy outcomes for employees through provision of a high-quality programme which reflects the priorities and needs of the specific workplace.

Enhanced literacy and numeracy skills contribute to an increase in workplace productivity. This is achieved by:

  • providing literacy and numeracy programmes of study or training to employees; and
  • supporting workplaces to establish a workplace literacy and numeracy programme.

Funding for Workplace Literacy and Numeracy provision by employers is agreed through a funding letter.

The TEC has published on its website the funding mechanisms (sometimes known as 159Ls) issued by the Minister for Tertiary Education, Skills and Employment under the Education Act 1989.
Funding mechanisms instruct about a fund’s purpose and how a fund will work, and they cover the majority of funds offered to tertiary education organisations (TEOs).
