This page covers performance element requirements for tertiary education providers receiving funding under the learner component of DQ3-7. 

Performance expectations for different providers

There are different performance expectations for different providers based on the learner component funding amount.  

Providers that receive more than $100,000 of learner component funding will need to set and meet tailored performance expectations.

Providers that receive less than $100,000 of learner component funding will receive the full allocation without tailored performance expectations, unless determined otherwise by TEC.

Tailored performance expectations ($100,000 or more learner component funding)

Tailored performance expectations will be set through milestones. Milestones are developed by the TEO and submitted for TEC to review and agree.

We will require milestones to be developed and submitted via DXP Ngā Kete by 12 November 2024. Milestones should be set for the 2025 calendar year.

Milestones will account for 20 percent of the total learner component allocation, and we will pay performance element funding once the milestones are achieved.

The other 80 percent of learner component funding will be distributed in equal monthly instalments.  

Without tailored performance expectations (Less than $100,000 learner component funding)

Providers that receive less than $100,000 of total learner component funding will not need to meet performance expectations specific to the learner component, unless determined otherwise by TEC.

Instead, performance expectations will be included in existing quality assurance and performance processes.

We will continue to distribute all learner component funding in equal monthly instalments.
